This installation is on a roof, so easily accessed. The only aspect of the installation I inspected was the ballast of the sleds that carry the antennas. The total ballast is significantly short of that called for on the submitted permit documents. These documents require (140) 8”x4”x16” solid concrete blocks at each mount. There are at most 120 blocks at each mount. Some of the blocks are 8”x8”x16” hollow CMU (taking up the space of 2 solid units, less weight). Accordingly, the final inspection is not approved. Re-inspection is required. FSU Building Department requires the contractor to request inspection on all permits we issue, including all cell equipment on our buildings. Please have additional ballast added to meet requirements of the construction documents, and then schedule an inspection with my office via our website, as directed in the cover letter provided with the permit issuance. The condition we saw today may not be an issue structurally since it happened while the concrete was plastic, still being placed, and the additional reinforcing is now functional. If the engineer of record desires load testing for additional deflection can be done, at the contractor’s expense. The structural engineer of record must review this condition, with the Threshold Inspector in consultation. Cutting these floor openings prior to concrete placement has happened several times, all such shall be reviewed and acknowledged. This is another non-conforming structural condition which should be on the T.I. record until resolved. |

The new power feeder for the relocated lighting panels and drivers is scheduled to have 500 kcmil wire (conduit is installed, wire not yet installed). The total length of the run of this feeder will be about 500 feet. The voltage drop for this length is in question. One component of voltage drop is load served, in amps. The load today is perhaps less than future load, so I’m inclined to use a load of 80% of the overcurrent protection, which should be maximum future load (300 amps x 0.80 = 240 amps). Either way the voltage drop may be excessive. In the NEC voltage drop is a fine print note, not enforceable code, but…the Florida Energy Conservation code section C405.6.3 has the same voltage drop limit of 5% (feeder and branch total) as an enforceable code. The branch conductors are also very long here, as much as 400 feet. Please have the electrical engineer review voltage drop for the current conditions and provide calculations to my office. 2. The support of the new conduits that run the entire length of the building, each side, is questionable: the conduits are supported by a Unistrut that spans from Z purlin to Z purlin, bolted into the bottom flange of the purlins. In general drilling, cutting, notching of the flanges is very questionable. The size of the bolt hole here may be an issue. Additionally, imposing anything more than a nominal load into the flange is questionable due to the load causing bending in the flange, trying to bring the flange out of it’s plane of strength. Please have the structural engineer of record review these concerns and respond. Previously in a similar case the engineer required an angle reinforcement at each hanger. |
